San Jose Clean Air Vehicle Parking Program

The City of San Jose has developed a Clean Air Vehicle Parking Program to encourage reduced auto emissions, stimulate activity in the downtown, and increase sales of clean-air vehicles at San Jose auto dealerships.

To be eligible, your vehicle must be purchased after Jan. 1, 2000, from a licensed dealership located in San Jose. If the vehicle is a Zero Emissions Vehicles (ZEV), it need not have been purchased in San Jose, but you must be a resident of San Jose. The program allows FREE parking at participating municipal off-street parking facilities, on-street meters and San Jose regional park and recreation parking lots (see the list below).

To first determine if your vehicle is eligible to participate in the program, go to: http://www.arb.ca.gov/msprog/carpool/carpool.htm.

  • San José New auto dealerships will distribute an application for the program to Clean Air Vehicle buyers at the point-of sale.  If you need an application, follow this link; Clean Air Vehicle Parking Permit Application (PDF).
  • The completed application needs to include a copy of the bill-of-sale, DMV Registration and a $30 administrative fee.  Applications may be mailed to the City of San José Department of Transportation (DOT), 200 E. Santa Clara St., CA 95113.  Applicants may also apply in person at the same address, first level, Window #7.
  • DOT will review completed applications and if qualified a Clean Air Parking Permit will be issued to the applicant.
  • The program will be retroactive to Jan. 1, 2000 for clean-air vehicles purchased at licensed San Jose dealerships.
  • The program will expire on June 30, 2009.

Note: All motorists of clean-air vehicles must display the Clean Air Vehicle Parking Permit and adhere to the posted time restrictions at all parking meters.

Participating City Off-Street Parking Facilities

Fourth Street Garage – at the corner of East San Fernando Street and Fourth Street.

Market/San Pedro Square Garage – on the block bounded by Santa Clara, Market, St. John and San Pedro streets.

San Pedro/Bassett Lot – on the block bounded by Julian, San Pedro, Bassett and Little Market streets.

Second/St. James Lot – on the block bounded by North First, North Second, West St. James and West Devine.

Second/San Carlos Garage – on the block bounded by Second, San Carlos, Third streets and the McAlister State Office Building.

Third Street Garage – on the block bounded by St. John, Second, Santa Clara and Third streets.
